National Commission for Nuclear Activities Control of Romania, (hereinafter CNCAN) and the Nuclear Regulatory Commission in the United States aha of America (hereinafter NRC), both named in the following parts,
Following the agreement on cooperation in the peaceful uses of nuclear energy between the European Atomic Energy Community and the United States of America - Agreed Minutes - Proliferation Policy Statement, signed in Brussels on 11 November 1995, hereinafter referred to as the Agreement U.S. - EURATOM, aha
having mutual interest in making a continuous exchange of information related to regulatory issues and standards required or recommended their bodies for the regulation of nuclear safety and environmental impact of nuclear installations
To the extent that this is allowed so CNCAN and NRC in accordance with laws, regulations and policy guidelines of their countries, the Parties shall exchange the following types of technical information on nuclear safety regulations, safeguards, physical aha protection , radioactive waste management and environmental impact of nuclear installations established and activities that are general in nature. This limitation is imposed on general cooperation because the program is based on current Romanian nuclear reactor using heavy water technology, while the nuclear aha program of the United States of America (USA) and, therefore, are NRC expertise and technology activities reactors light water. Therefore, the exchange will include, but are not limited to, the following:
January. aha current reports on nuclear safety, safeguards, radioactive waste and environmental impact, written by one or a party as a basis for or in support of regulatory decisions and policies;
April. information in the field of security research reactors, which the parties have the right to disclose, are either in possession or available to either party, including information on safety light water reactors in technical areas described in Annexes A and B, attached to this agreement and as part of it. Cooperation in these areas may require extensive research separate agreement, as determined to be necessary by the research organizations of one or both parties. Each Party shall immediately transmit other information on the results of research that need attention aha from time, in the interests of the population, with the indications of significant implications;
May. reports aha on operating experience, as well as incident and accident reports nuclear shutdowns of nuclear facilities and compilations including the time evolution of reliability of components and systems;
Joint projects and programs in research and development in nuclear safety or projects and programs in which activities are distributed between the two parties, including the use of test facilities and / or software programs owned by either party will be agreed aha on a case by case basis and may be subject to a separate agreement, as determined to be necessary by one or both parties. In other situations, this can be accomplished through an exchange of letters between the parties, respecting, as a minimum, the terms and conditions of this agreement. Areas
