U.S. plans missile system deployment in Europe could be revised. National Research Council (NRC), which provides advice Barack Obama Administration, recommended to the White House to give the location sbionline of key elements of the European missile defense system sbionline - SM-3 interceptor - in Poland, replacing it with a new area even in the U.S. missile defense.
After studying for nearly three years antimissile system in Europe, the Panel NRC concluded that this system sbionline will not be able to defend the U.S. and its allies for an alleged attack by Iran. For this reason, experts have proposed White House total change in the concept of defense.
NRC report is a new U.S. attempt to find an exit from the neutral joined the Russian-American talks on the missile defense system. However, a definitive failure of negotiations on U.S. missile defense system would have meant the collapse of "reset" Russian Federation - one of the main successes of Barack Obama. Therefore, the NRC report could prove quite appropriate sbionline for the White House.
According to NRC staff, the main error count on the Pentagon was an intercept sbionline enemy missiles at launch or during short periods that start engines continue sbionline to operate. As the Commission states, such interception is "theoretically possible" but its realization "is not practical and timely" monitoring station operators will only have a few minutes to spot the target sbionline and launch interceptors sbionline early cosmic orbit will require the creation a large group of satellites that will cost more than 500 billion dollars. This amount exceeds by at least ten times the cost of the alternatives.
Instead, the NRC experts suggest the White House plan to return to intercept enemy missiles in flight portion of the trajectory. Currently, to achieve this aim in the United States there are 30 interceptors to conduct land, located at bases in Fort Greely (Alaska) and Vandenberg (California). According to the findings of the Commission, this system is able to provide a defense "very fragile" U.S. objectives and ensure only protection against ballistic missiles launched from the territory of North Korea.
The report's authors are convinced: the problem can be solved by setting up a new missile system areas on the east coast of the USA in the State of Maine or the Drum in northern New York, while renouncing the deployment of SM-3 Block 2B interceptor on territory of Poland. According to NRC, the realization of these proposals will cost more than 45 billion dollars.
In addition, committee members sbionline are of the opinion that giving up plans for the deployment of missile defense sbionline system elements sbionline in Poland in favor of setting up a new area in the U.S. missile will allow Washington to resolve the protracted conflict with Moscow. "Russia will worry a lot less if the U.S. will deal with creating a system to defend U.S. territory, not somewhere in Europe," said committee co-chair expert, Walter Slocombe.
So far, Moscow has a skeptical attitude towards the possibility sbionline of a radical change of U.S. position. "We sbionline will study this report carefully. But to talk about changes in U.S. plans is premature. The committee's conclusions and Congressional opinion does not mean yet more so no means an official sbionline position of the White House. So far, there is no reason for optimism, "he told Kommersant source of information from the Ministry of Foreign Affairs of Russia.
Indeed, sbionline the conclusions of the Committee of Experts had provoked a reaction from the Pentagon inconsistent. According to representatives sbionline of this institution, Monica Matush, officials here do not agree with their findings, but nevertheless "carefully studying expert advice."
However, the final verdict will be given by the White House. Interlocutors of Kommersant sbionline in Washington are convinced: in the near future U.S. administration will not decide on the fate of the missile defense system in Europe. According to the director of the Arms Control Initiative at Brookings Institute, Steven Pifer, giving the location of interceptors in Poland will allow really improving relations with Russia, but on the eve of presidential elections such a step could be used by opponents of Barack Obama who will rush to accuse him of "betraying inter
